Despite calls from President Trump and Republican Senators like Mike Lee of Utah and Rick Scott of Florida to remain in session to debate the SAVE America Act, the Senate will not reconvene for debate and votes until the afternoon of Monday, September 15. The chamber has held only brief pro forma sessions on four occasions since August 8, with typically only one senator present.
Senate Majority Leader John Thune of South Dakota orchestrated the unanimous consent requests that allowed the Senate to recess. These requests, which included plans for pro forma sessions and the schedule for returning in September, were circulated via a process known as a hotline on the evening of Friday, August 7. Any senator could have objected to these proposals either offstage during the hotline process or on the Senate floor when the requests were formally made. However, no objections were raised by any of the 100 senators.
During the early morning hours of August 8, Senator Thune made several unanimous consent requests. At 2:07 a.m., he requested a schedule for pro forma sessions throughout August. Later, shortly before 5 a.m., he requested the Senate stand adjourned until September 14. Both requests were approved without objection by the presiding officers, Senator Bernie Moreno of Ohio and Senator Cynthia Lummis of Wyoming, respectively.
A minor victory for proponents of the SAVE America Act was secured through a test vote on a voter ID bill proposed by Senator Jon Husted of Ohio. This measure addressed some of the provisions advocated by Trump and was subject to a 60-vote threshold, as pre-agreed by all 100 senators. All 53 Republican senators voted in favor, while all Democratic senators voted against. Despite securing a simple majority, the bill failed to meet the 60-vote requirement, effectively dooming the plan without Democratic support. Republicans are expected to use this roll call vote in upcoming fall elections.
