CHAPIN, S.C. — Chapin Town Council has called a special meeting for 6 p.m. Monday, Nov. 9, at Town Hall, and the town’s 2025 financial audit and its 2027 budget lead the list of topics.

Town Hall is at 157 NW Columbia Avenue.

The one-page agenda was posted Friday, Nov. 6, and the town sent out notice of the session through its online alert center that afternoon.

After the audit and budget talks, council members are set to discuss a review of the town’s comprehensive plan. They will also take up a proposal to amend two sections of town ordinance, 2.207 and 2.503, that cover recordings and videos of meetings.

Another item asks for an updated list of the people who work for the town, both employees and independent contractors, along with what each is paid.

The council then plans to go behind closed doors in executive session to discuss lawsuits, matters involving the town clerk and human resources. The last item on the agenda before adjournment is any council action that follows the closed session.

Bill Mitchell Jr. is mayor, and Ainslee Bost is mayor pro tem. Vicky Shealy, Warren Burritt and Mike Clonts round out the council.

The town restructured its government in November 2025, doing away with the town administrator job and moving to a full-time mayor.
